To all homeowners: CONSTRUCTION NOTICE AND WATER METER REPLACEMENT NOTICE
FEBRUARY 11, 2026
Staging and construction work will soon begin work to replace water mains and individual water service lines in portions of Louviers. This project will replace aging infrastructure and improve system reliability.
The District’s contractor, Colorado Civil Infrastructure, is anticipated to mobilize to site approximately March 10th, start installing water main approximately April 6th, and continue construction through approximately August 2026.
During construction, community members adjacent to the work area and throughout the entire community may experience interruptions to water service and road closures. Louviers Water and Sanitation District will provide additional notices and updates as construction progresses through email correspondence, notices posted at the post office, and here on District's website.
Please keep you contact information up to date to receive notices via email or by phone and be aware of contractor representatives from Colorado Civil Infrastructure and District engineer or operator representatives who may request contact as construction progresses.
A select number of homes which have not yet had meter replacements completed to date will be contacted during this construction project to replace the water line and meter at the same time.

APRIL 11, 2025
Beginning on April 14 th , for the next 3-4 weeks, Louviers Water and Sanitation District will be continuing work on to replace customer water meters throughout the Town. Our contractor, DB Utility, will be inspecting each existing meter. If it can be determined that the customer’s plumbing is acceptable for service, the contractor will complete the water meter installation.
If installation of a new meter could result in the water system needing to be shut off to more than one homeowner, the contractor will complete an inventory of the customer’s house and will return in May to complete the installation. This may require water service for the entire Town to be shut down to allow installation.
Note, we don’t anticipate any need for whole Town water shutdowns for the month of April. Unfortunately, situations could arise during any meter replacement that would require a Town water shutdown. If this condition is determined to be required, we will post on our website and call out to all customers to provide notification. We recommend that all customers have extra water on hand over the month of April and May in the event of an
emergency and unexpected condition where water was shutoff. When turning on water after a shut-off, please run cold water for several minutes to clear any colored water or air in the system.
We understand the inconvenience of these situations and doing what we can to minimize them. Our system is very old and we are working through ways to minimize impacts to all our customers. If you could please help us with spreading our messages to your neighbors, we would greatly appreciate it.
The District will work with DB Utility to limit shut-offs and alert the community in advance of these scheduled shut-offs, as much as possible.
